How to fix persistent drafts in old house?

My old house has these persistent drafts that I can’t pinpoint. I’ve checked around the basement using a candle to find air leaks but nothing seems to match up with where the cold air is coming in. Even after adding cheap weatherstripping last month, my heating bills are still way too high. I’m wondering if there’s something obvious I’m missing or if the walls themselves are the problem. What would be the next step to try for sealing up an older home like this?

If the basement check came up empty, the drafts are probably sneaking in from the attic or ceiling gaps instead of the walls. Start there with a thorough insulation look before anything else.

Tried checking the attic after that suggestion but the insulation looked solid with no visible gaps or drafts showing up when I used the candle test up there. Still getting the same cold spots downstairs, so maybe it’s something else entirely.
